Our client, a leading utility provider, is seeking an IT Business Analyst to join their team supporting a major Billing Modernization initiative focused on Oracle Customer Care & Billing (CC&B), Customer to Meter (C2M), and meter-to-cash processes.
Contract Details
- Type: Contract position
- Duration: Initial 6-month with potential for extension
- Work location: Oakland, CA / Greater Bay Area
- Work Arrangement: Primarily remote, with occasional onsite workshops in Oakland, Stockton, and San Ramon
- Local candidates are preferred, though strong non-local candidates may be considered
- Location must be included at the top of the resume.
Core Responsibilities
- Analyze complex end-to-end billing and meter-to-cash business processes and translate needs into detailed functional and technical requirements
- Review and refine previously developed requirements, identify gaps, and document changes needed for the Billing Modernization program
- Analyze Oracle CC&B and C2M functionality to support current-state and future-state business processes
- Partner with business stakeholders, technical teams, and vendor implementers to develop and validate functional solutions
- Create and review business requirements, functional specifications, design documents, and technical specifications
- Support requirements across areas such as customer, credit, billing, payments, and rates
- Provide project support including testing, quality reviews, compliance activities, and potential workstream leadership
Required Skills/Experience (Must-Haves)
- 4+ years of highly relevant Oracle CC&B/C2M experience
- Strong experience with Oracle CC&B and/or Oracle C2M
- Business analysis and requirements-gathering experience within complex IT environments
- Experience translating business processes into detailed functional and technical requirements
- Strong understanding of Oracle utility systems and underlying system functionality
- Experience supporting large-scale system implementations or modernization programs
- Strong stakeholder communication and cross-functional collaboration skills
- Approximately 4+ years of highly relevant Oracle CC&B/C2M experience
Preferred Skills/Experience (Nice-to-Haves)
- Prior utility industry experience
- Meter-to-cash process knowledge
- Billing and rates experience
- Experience partnering with System Integrators
- Experience leading complex requirements or workstreams
- CBAP, CCBA, or CC&B Specialist certification

Compensation & Benefits
- Pay Range: The approximate pay range for this position is between $90.00 and $130.00. Please note that the pay range provided is a good faith estimate. Final compensation may vary based on factors including but not limited to background, knowledge, skills, and location. We comply with local wage minimums.
